The Apni Chhat Apna Ghar Program is a major housing initiative launched by the Government of Punjab under the leadership of the Chief Minister. This program is designed to provide affordable housing to low-income families across the province who currently do not own a proper home.
The scheme reflects the government’s commitment to improving living standards and ensuring that every deserving family has access to safe and secure housing.
Program Overview
Under the Apni Chhat Apna Ghar Program, the government plans to construct 100,000 affordable houses and apartments throughout Punjab. The project is expected to be completed within four and a half years, covering both urban and rural areas.
This initiative primarily targets individuals who are living in rented houses or informal settlements and cannot afford to build their own homes due to financial constraints.
The program is being executed by the Punjab Housing & Town Planning Agency (PHATA), while the Housing, Urban Development and Public Health Engineering Department (HUD & PHED) is responsible for its administration and oversight.
To ensure effective implementation, the government has introduced three different execution models, allowing flexibility in construction, financing, and delivery of housing units.
Objectives of the Program
The main objective of the Apni Chhat Apna Ghar Program is to provide permanent housing solutions to low-income families. It also aims to reduce the burden of rent and improve the overall quality of life for the people of Punjab.
In addition, the program focuses on reducing overcrowding in cities and eliminating slum-like living conditions. By offering structured housing, the government intends to create more organized and healthier communities.
Expected Outcomes and Benefits
This housing scheme is expected to bring significant social and economic benefits across the province.
One of the primary outcomes will be improved living conditions for thousands of families. With access to proper housing, individuals will be able to live in a more stable and secure environment.
The program will also ensure better access to basic facilities, including clean water, sanitation systems, and electricity. These are essential elements for a healthy and dignified lifestyle.
Another important benefit is increased safety and security. Families living in permanent homes are less vulnerable compared to those living in temporary or informal settlements.
From an economic perspective, the construction of 100,000 houses is expected to generate approximately 500,000 jobs, both directly and indirectly. This will boost the construction industry and contribute positively to the overall economy of Punjab.
Furthermore, the program will strengthen communities by encouraging social cohesion and promoting a sense of ownership among citizens.

Eligibility Criteria
To apply for the Apni Chhat Apna Ghar Program, applicants must meet specific eligibility requirements set by the government.
The applicant must be the head of the family, as verified by NADRA records. This ensures that the benefit is provided to the primary decision-maker of the household.
Applicants must also be permanent residents of Punjab, with a valid CNIC showing their address within the province.
One of the key requirements is land ownership. The applicant must own a small piece of land where the house will be constructed. The size limit is:
- Up to 5 Marla in urban areas
- Up to 10 Marla in rural areas
The land must be in the applicant’s name at the time of submitting the online application.
In addition, applicants must have a clean legal record. Individuals involved in criminal or anti-state activities are not eligible for this scheme.
Applicants must also not be loan defaulters of any bank or financial institution, ensuring that the program supports financially responsible individuals.
Another important condition is registration in the National Socio-Economic Registry (NSER). The applicant’s household must have a PMT score of 60 or below, which indicates eligibility based on income level.
Execution Models
The government has designed this program using three different implementation approaches to ensure efficiency and wider reach.
In the first model, the government will directly construct houses and provide them to eligible applicants.
In the second model, partnerships with private developers will be used to accelerate construction and improve quality standards.
In the third model, financial and technical support will be provided to individuals who already own land, enabling them to build their own homes.
This multi-model strategy allows the program to cater to different needs and circumstances across Punjab.
Application Process (Expected)
Although the complete application procedure may vary, the process is expected to be conducted online to ensure transparency and ease of access.
Applicants will likely need to:
- Register through an official online portal
- Submit CNIC and personal details
- Provide proof of land ownership
- Verify NSER registration and PMT score
After verification, eligible candidates will be shortlisted and selected based on predefined criteria.
The Apni Chhat Apna Ghar Program is a transformative initiative that has the potential to change the lives of thousands of families in Punjab. By providing affordable housing, the government is addressing one of the most fundamental needs of its citizens.
This program not only offers a chance to own a home but also contributes to economic growth, job creation, and social development. For many families, it represents an opportunity to move from uncertainty to stability.
